This is an adjustment to the IBC re-enable height to 10,542,500, or approximately December 5th, 2022.
The original patch was written by @catShaark, which re-enables the ibc channels on the rebels chain.

Both the rebels team and validators should scrutinize it before putting it into play. It is my (Jacob)'s belief that it'll work great.
It can be applied either with governance or with a halt height, as the deactivation of IBC was also not governance based. It may be worth pointing out that this does not fully address the sin of that governance decision: swaps are still disabled, and in my opinion should remain so.
