Changes:

• pull, push: better handling for registry rate limits (HTTP 429) by honoring Retry-After, show detailed error when rate limit occurs while using a shared Docker Hub frontend (proxy) instead of raw Network error: HTTP Error 429.

Notice for users: this does not resolve issue with rate limits imposed by Docker Hub registry. Such issue just can't be resolved at proot-distro side because restriction applies to client IP address, which in case of NAT (CG-NAT) or proxy may be shared between large amount of devices.

Don't submit bug reports if encounter HTTP 429!

Workaround:

1. Create Docker Hub account.
2. Use export PD_DOCKER_AUTH="username:password" or export PD_DOCKER_AUTH="username:personal-access-token", the personal access token must be created through account settings with permissions at least for read-only access.
