Bluetooth connection and lifecycle proof of concept.
- Allow more time for connection setup, including encrypted handshakes.
- Clean up BLE tasks and callbacks when setup fails or an entry is unloaded.
- Prevent late connections from restarting BLE work after shutdown.
Availability policy, BLE protocols and supported controls are unchanged. Hardware qualification is pending.
