Requests through Seerr no longer fail with quality-profile errors
The numeric profile ID sent when submitting a request through Seerr is now taken from the Seerr service configuration instead of a hardcoded value that could point to a quality profile which does not exist on the backing library. Fixes requests failing to forward while the dashboard reported them as submitted.
Failed backing-service submissions are now surfaced
When the backing library rejects a forwarded request, the request is now marked as failed with an error message and the requester is notified, instead of staying in the submitted state indefinitely.
Tests
Submission tests now pin the profile-ID behavior end to end.
