修复
- 多个过滤表达式校验有问题
- 稳定性问题，长时间下载会出现fileReferceExpire
- 临时文件名称重复，导致下载失败
- 重复下发命令导致出错
- 建立全局消息库，按照chat-id,meesage-id, status,下载状态，如果下载才开始则跳过，如果下载成功则跳过
- 转发重复下发，建立转发全局消息库，按照chat-id，message-id，status转发状态 暂时不解决
- 修复一组视频或者图片，过滤器过滤caption的时候，会少数据
- 第一阶段，采用下载一样的方式加载
