Some fix
・レイアウトイベントの実行タイミングをアドオン読み込み直後に変更。
・21.4.5のFolderItemでGetFolderを取得しようとすると例外が出るを調整したのが原因でBlink版で選択項目プラスが効かなくなったので再調整 (5ch#7-977)
