Overview

Recovery upgrade for the migration to Sunrise Edge. The block height is not fixed in this release. It is set by the governance software-upgrade proposal.

1. At the upgrade height, every node writes the pre-upgrade state to DAEMON_HOME/shutdown/pre-upgrade-state.json before any balances move.
2. ibc/ vouchers are swept to sunrise1xxgjt7yqkmn63m2d0nrf0vt5uuc2hr6l45xaa9. Transfer escrow is left in place. RISE, vRISE, and USDrise are not swept.
3. After the upgrade, new incoming IBC is rejected. Outbound transfers from the recovery account still work.
4. Timeout and acknowledgement of swap packets that are already in flight return an error and do not move coins, so a relayer cannot halt the chain.
5. sunrised shutdown-ledger builds holder files from the saved export.
