Fix subctl cutting edge subctl

Use VERSION=devel or VERSION=release-xxx otherwise the binaries
are created like subctl-subctl-devel or subctl-subctl-release-0.x -
Rename workflow file to subctl_cutting_edges

Change the release title to "Cutting Edge: $TAG"

Update/create the release first, otherwise the tag updater will create
a release with a conflicting name (based on the last commit name)
