Changes in this release include:

• upgrades version numbers for most C++ dependencies including Boost, Websocket++, libgit2, pugixml and jsoncpp.
• adds stencila-r and stencila-py command line interfaces for components
• adds the docker module which defines Docker images for using Stencila in either R or Python
• adds the js module, primarily for rendering stencils in the browser
