Pick one. Each Windows and Linux download is complete on its own: unzip and run, no installer, no toolchain. Everything else in the asset list is used by StemDeck itself - in particular the small -app files are the updater's payload and will not run on their own.
You only hear about a release once it is ready
If you updated to 0.14.1 you may have seen this: StemDeck announced the new version, but the Windows download was not there yet, and the Update now button did not appear. The notification was firing the moment a release was created, which is also the moment its packages start building, so for the next forty minutes there was nothing to download.
Every StemDeck release now goes out quietly first, gets built, installed and actually used on real machines, and only then is marked as ready. StemDeck only tells you about a release that has reached that point. When the notification appears, the files exist and the release has been through a working install.
Nothing to turn on, and the update itself is unchanged: still one click on Windows and Linux, still your choice whether to take it.
