Fox cloud fixes

The charge rate was not correctly configured for Fox Inverters

• Fix Fox inverter_limit_charge not honoured (issue #3610) by @springfall2008 in #3614

Inverter modelling fixes

• Fix bug where inverter limit was wrongly applied to DC charging in ECO Mode
• Add new inverter_limit_charge_dc option in apps.yaml which can set a higher DC limit than the default charge rate.
