set_status_notify enables mobile notifications on change of Predbat state (e.g. Charging, Discharging etc)
- Change defaults of other mobile notification to off - no change to existing installs
- Fix apparent error in discharge time wrapping by @fboundy in #261
- Fix bug with discharge notifications, add new state notify by @springfall2008 in #265
