-Main Game loop and the after half of the levels is still being worked on, the game is not yet complete. This build is purely for testing level design and player input/ integration. We are about half way through development. 0.7 branch builds in the future will have the main gameplay loop implemented and will be 'roughly completely playable*. Post 0.7 builds will be focused on polishing / cleanup.
You WILL need the ROM in order for the game to boot. Simply drop the N64 ROM (PAL) or Z64 ROM (USA) into the same folder as the main EXE. Don't upset the Guru, he will kick up a fuss if the ROM isn't there.
