⚠️ On-chain encoding fixes — check what you've already submitted

Both produced wrong bytes with no error raised at any layer. No API changes; upgrading needs no code edits.

• confidential mint-burn: ConfidentialMintBurn_RotateSupplyElGamalPubkey and _UpdateDecryptableSupply have carried each other's values since v1.22.0 — either constant produced an instruction executed on chain as the other one (#504)
• token-2022: MetadataPointer, TransferHook, GroupPointer, GroupMemberPointer, InterestBearingMint and ScaledUiAmount wrote a one-byte tag and 32 bytes — neither COption<Pubkey> nor OptionalNonZeroPubkey (#507)
