Windows Python Crash Fix

• Fixed crash on startup when installed to non-standard paths (e.g. D:\Games\Slopsmith\)
• Set PYTHONHOME for embedded Python on Windows so it can find its stdlib regardless of install location
• Exit code 0xC0000005 (access violation) no longer occurs
