extension/disk_queue_storage: Add a new experimental disk storage extension for exporter persistent queues (#7956)
This new extension is experimental and requires extensive testing. It allows fast writes and reads from disk by
using append-only writes and rotating files, removing files after they have been consumed.
The extension will only work if used as a persistent queue storage, and will crash the collector with an explicit
message if used otherwise.
