This Splunk OpenTelemetry Collector for Kubernetes release adopts the Splunk OpenTelemetry Collector v0.153.0.

• chart: Change splunk_app_name in the splunk_hec exporter to splunk-otel-collector-chart (#2426)
  The splunk_app_name reported by the Splunk HEC exporters changed from splunk-otel-collector to
  splunk-otel-collector-chart. This label serves for monitoring telemetry emitted by the chart.

💡 Enhancements 💡

• agent, clusterReceiver, gateway: Enable include_resource_attributes for the opamp/splunk_o11y extension. (#2418)
  This change enables the include_resource_attributes configuration for the opamp/splunk_o11y component.
  Resource attributes collected from service::telemetry::metrics will now be included in the OpAMP exported data.
  Additionally, the telemetry resource configuration format is updated to v0.3.0.
• chart: Bump obi to 0.9.0 in helm-charts/splunk-otel-collector/Chart.yaml (#2422)
• operator: Bump java to v2.28.0 in helm-charts/splunk-otel-collector/values.yaml (#2427)
