[17.8.4] - 2026-09-20 - "Core SearchAction for Pages SEO"

Aligns the Pages SEO verifier SearchAction expectation with /core so the
neon landing release can deploy to GitHub Pages.

A catalog-surface hotfix for Claude Code, Cursor, Codex CLI and Gemini CLI.
It finishes publishing the neon homepage to the hosted site while keeping the
2,406-skill catalog at /core. Existing installation interfaces remain
supported.

• Pages SearchAction gate — expect WebSite SearchAction targets at
  /core/?q={search_term_string} after the catalog moved off /.
