[17.8.2] - 2026-09-20 - "Pages Deploy for Neon Landing"

Unblocks GitHub Pages for the neon AAS homepage by allowing /core in the
SEO sitemap verifier and verifying Core catalog metadata on /core.

A catalog-surface hotfix for Claude Code, Cursor, Codex CLI and Gemini CLI.
It finishes publishing the neon landing from #1527 / v17.8.1 onto the hosted
site while keeping the 2,406-skill catalog at /core. Existing installation
interfaces remain supported.

Fixed

• Pages SEO gate for /core — treat /core as an allowed non-skill sitemap
  route, assert the prerendered Core catalog page, and keep landing / on
  WebPage discovery metadata so the release-only Pages deploy can ship the neon
  homepage.
• Plugins coverage timeout — raise the specialized plugins render test
  timeout so release npm publication is not blocked by a slow CI worker.

Validation scope

Source PR plus protected release checks for v17.8.2, including web-app SEO
verification, coverage, CI, CodeQL, and the release-only Pages deploy from the
immutable v17.8.2 tag.
