This hotfix lets jabali update finish again. Two changes from November 5 each stopped it:

• An update to any commit from November 5 on, 5e6b69867 included, stopped at "sync static assets". The update step of every release still copied the unused nspawn helper that one of those changes removed.
• An update run by 5e6b69867, or any other build from November 5 on, stopped at "build panel-api + panel-agent (parallel)". The update gave the panel's checkout back to the service user, and root's git then refused to read it.

A server stuck at either step kept running its build. Its next jabali update goes through.

For a server already on 5e6b69867, nothing else changes. The other changes are CHANGELOG.md and the install commands, which only new servers run. A server coming from db6d0f4da gets everything in the 5e6b69867 entry of CHANGELOG.md as well, Stalwart 1.0 included.
