This release includes some quality of life changes for CLI (certik config to store basic info such as chain-id, keyring-backend, node endpoint, etc.), Rosetta command (certik rosetta), and a bugfix in GOV module to correctly export the current state.

NODE OPERATORS ARE NOT REQUIRED TO PERFORM AN UPGRADE.

This release is fully backward compatible with v2.3.1
