This is the second iteration of 0.12's Release Candidate. Notable inclusions since the prior iteration are:

• (#2612) Make Event::Unknown wrap UnknownEvent again
• (#2592) Add experimental typesize support
• (#2615) Rework framework builders to not use closures (this just makes the standard framework's builders consistent with the rest of the release)
