This is a bugfix release that addresses a block proposal issue. Updating is recommended to all node operators but particularly those who run Vero against Nimbus/Prysm beacon nodes.

The block proposal failure occurs under these specific conditions:

1. The produced block contains deposit requests.
2. The produced block is only submitted to Nimbus or Prysm beacon nodes. (Other CL client implementations accept the block allowing the proposal to succeed in multi-node setups with other clients.)
