- Improve node stability with DNS checkpoints system

At height 667000 scheduled hardfork reducing transaction fee to 0.01 KRB.
The "Dynamic difficulty driven transaction minimal fee regulation" implementation doesn't really work and therefore is replaced with a constant which can be eventually changed via network update. The current transaction fee can still be obtained from the node as it was before.
