ℹ️ This is NOT a mandatory upgrade for validators. There is no coordinated halt or governance proposal. Nodes can upgrade whenever they like with a normal binary swap and restart. ⚙️
v6.6.4 is a small patch release on top of v6.6.3 🚀, aimed at operators running nodes in freeze mode 🧊 (#3978). A frozen node halts one block below its freeze height and never processes another block. On v6.6.3 the EVM HTTP and WS servers only start after a block is processed, so a frozen node that restarted came back with its data and Tendermint RPC fine but its EVM RPC stuck offline 🔌. This release fixes that (#4448). On startup a frozen node now initializes the app from its last block header, which starts the EVM servers just as processing a block would ✅.
