Release v2.23.0

This release ships Goals and Budgets, fixes a startup crash on Android 13 and older, and brings a new Spending filter to Analytics alongside several parser, chat, and UI polish fixes.

• Goals and Budgets — set spending goals, track progress, and add transactions to a goal directly from the transaction detail screen
• Fixed a crash that prevented launch on Android 13 and older devices after the last database migration
• New Spending filter in Analytics combines Expense and Card transactions into a single view
• Fixed Tamilnad Mercantile Bank SMS messages being incorrectly captured by Thailand's TTB parser
• Rebuild index now correctly preserves manually added, imported, and deleted transactions
• AI chat now finds the right transaction even when the model approximates the date or amount
• Fixed the totals card wrapping awkwardly to two rows when four tiles are shown
• Fixed the account field not showing the selected account, and category picker now offers parent categories when adding a new one
• Updated translations
