Changes:
fix(hardware): sign-extend the sync-packet sequence delta (ADR-110) (#2472)
mesh_aligned_us_for_sequence widened the u32 wrapping delta straight to
i64 (zero-extend), so a CSI frame a few hundred sequences behind the
latest sync packet read as a ~4.29e9-frame forward jump, which moved the
estimated mesh timestamp by years. Reinterpret the delta as i32 first
(RFC 1982 style) so small deltas are correct in both directions; the
existing u32 wraparound test still passes.
Re-landed from #1379 (the fusion-path wiring from that PR is already on
main via f3c361e / #1669); adds its regression test, which fails without
the fix.
