Fixes a stutter every couple of minutes in apps that keep the screen saver away themselves, such as RetroArch played with a gamepad.

- Idle screen saver: when an app refuses the screen saver even after Glasshouse lifts panel care's hold, Glasshouse no longer asks again every idle period. Each of those attempts changed panel care's setting for the app twice, and the picture stuttered at both changes. It now leaves the app alone until another app is in front or the TV turns off.
