Improvements
- Save sync against RomM 4.9 servers now sends only locally-modified saves instead of the full inventory every round-trip, dramatically reducing payload size and server work for users with large libraries.
- Server sync negotiate is throttled to at most once every 5 minutes per app session so drawer opens and brief network flaps don't replay the full save inventory.
Bug Fixes
- Stop showing "Save Synced" notifications for games that aren't installed locally — those rows are now silently skipped during reconcile.
- Suppress repeat "Save Synced" notifications for the same game within an hour so reconnect-driven bulk syncs don't flood the notification surface.
