This is v1.23.0 of the Smart Node, including YAML-based network configuration, Nimbus QUIC, client updates, and a fix for a balance report edge case.

This is a high-priority upgrade for oDAO nodes and Besu users, a medium-priority upgrade for Nimbus users, and a low-priority upgrade for all other users.

Client Updates

• Besu updated to v26.8.1 - high-priority security fixes;
• Nimbus updated to v26.8.0 - medium-urgency; enables QUIC gossip;

Smart Node changes

• Network info now comes from YAML instead of hard-coded values. Official networks live in networks-default.yml. You can add or override networks in ~/.rocketpool/networks-extra.yml` without rebuilding; extra networks may omit Rocket Pool contract addresses so clients can sync a chain with no RP deployment;
• Fix an edge case when calculating network balances;
• Added QUIC support for Nimbus. Runs by default on port 8001;
• Besu now uses --discovery-mode=BOTH;
• Sped up rocketpool node rewards by using NetworkState instead of extra contract calls.
• Added node-scoped minipool and megapool validator counts by status, and removed network-wide megapool metrics from the supply collector (uses Dashboard v1.4.2).
