Fixed
- Trusted license gate no longer posts a false policy failure for runs that never produced a verdict. A run cancelled before or during evaluation, by hand or by the workflow's own cancel-in-progress when a newer run starts, posted
failureonfrontend-license-policy/trusted/*and blocked the PR. The publisher now runs only when evaluation reached a verdict, so those runs leavepending, which is still fail-closed. The gate runs onpull_request_target, which executes the default branch's workflow file, so this release is what puts the fix into effect (#3029, #3032; TASK-13361). - SQLite users bootstrap under sqlglot 30.20.0. This is dev's equivalent of the fix 0.1.44 shipped, reconciled on merge to keep 0.1.44's backend-scoped check. The canonical SQLite users DDL is now one module constant shared by startup and its tests, and a positive test pins it (#3030).
