• Fix --audio-delay not working.
• Add basic Linux support for vceencc.
  Please note that it can currently run basic feature (H.264 main profile encoding) only, as far as I tested using Ubuntu 20.04 with RX460. It seems to lack HEVC encode support, but I'm not sure whether it is a problem of the app(vceencc) or a driver limitation. Also device selection is not possible, "default" GPU is always used.
