V3.1.2 Configuration from Web and Json Update

(This replaces RELEASES V3.1 and V3.1.1)

This update solves finally OTA updates to new versions (New versions could have new variables and more than older versions and this writes the data on the missing ones with default data and avoid problems or crashing).

This update also solves writing data from webUi Configuration Pages that sometimes was not saved as there was some code that was not assuring the data is always there to be saved . So fixed this too
