Fix: VERSION file shipped inside plugin directory

• Marketplace-installed plugins now include the VERSION file in the correct location
• Previously, the update check from v5.9.1 could not find the version for installed plugins

Fix: plugin.json version sync during release

• make release now updates the version field in plugin.json alongside the VERSION file
• All version files are validated for consistency before tagging
