- Count-only pagination shortfalls are no longer reported as sync failures. Full-sync pagination gaps are now split from hard enumeration and download failures, so small count mismatches can be tolerated without marking a cycle partial-failure while still gating sync-token advancement when unsafe. Added explicit shortfall/token-safety reporting fields and metrics for monitoring. (#499)
