✨ Enhancements

Dry Run functionality was added recently or LLM chat and MCP support, and now is generally available.
- Use it to work out what deliveries would be made for a notification, taking into account scenarios, snoozes etc.
- Simply add dry_run: simulate to any notification data section
  - Option in Advanced section of the action screen
- Dry Run does everything the normal notification would do, except
  - Call the actual notification integrations or send its own email
  - Move/zoom PTZ cameras or take snapshots
  - Publish Home Assistant notification events
  - Update sensor counts and last notification value
  - Archive the notification to disk
    Dry Run will
  - Apply the same snooze and dupe detection logic as a real message
    - force_resend available if you want to override the dupe check
- Closes #218

Dupe detection no longer considers a snapshot image URL when comparing notifications, since Frigate mints a unique thumbnail per detection even for the same ongoing scene, which was defeating dupe suppression for any snapshot-only alert (e.g. a camera triggering repeatedly over a short period)
