Fixes

• DatePicker no longer throws a NullReferenceException in Renderer.DispatchEventAsync on .NET 10 when the mouse moves over the calendar. Since 12.0.0 a RadzenDatePicker that is not a range picker, and the disabled days of a RadzenDateRangePicker, registered the range hover handlers without a delegate. .NET 10 applications that use AddRazorComponents() with interactive server rendering then raised the exception on every hover of a day and every time the mouse left the calendar. The picker kept working, but the debugger stopped on each exception and the server paid for one per mouse move. The handlers are now registered only where the range preview needs them.
