sqlite3 fixed for all Windows machines (#3)
New approach: bundle sqlite3.dll (v3.51.3 from sqlite.org, 3MB) and load it via pure-Python ctypes wrapper. No .pyd files needed — works regardless of LO's custom python312.dll.
- sqlite3_ctypes.py: DB-API 2.0 wrapper (connect, execute, fetchone/fetchall, Row, FTS5)
- Always active on Windows: consistent behavior on dev machines and user machines
- NELSON_SQLITE3_DLL: env var to override DLL path
- SQLite3 Status: check widget in Options shows if sqlite3 works

- Scripts framework for module dependencies
- Build ID traceability
- BUILD_TAG for patch releases
- Log level deferred until after bootstrap
