Smart tool filtering (requires_service)
Tools that depend on a service with no configured instances are now hidden from tools/list. On a fresh install without image galleries or AI providers, agents see only the tools they can actually use.

Tailscale tunnel fix
On fresh Windows installs, LibreOffice's Python may not inherit the user's full PATH. Nelson now resolves the full tailscale.exe path by checking C:\Program Files\Tailscale\ and %LOCALAPPDATA%\Tailscale\ before falling back to the bare command name.
