With no document open, Nelson no longer reports the Start Center as one.

Fixed

• The Start Center was taken for the active document (GitHub #43). With
  no file open, LibreOffice's current component is the Start Center, which has
  no model. After the first tools/list, /health reported
  available: true with no doc_type, and doc_info failed with
  execution_error / getURL while doc_list_open listed nothing. A document
  is now a component that supports com.sun.star.document.OfficeDocument:
  /health says available: false while nothing is open, and a tool called
  without _document answers no_document.

Added

• A LICENSE file at the repository root (GitHub #44), with the MPL 2.0
  text, so GitHub and other tools detect the license.
