Fixed

• __del__ never ran for class instances returned from Zig functions, so their resources leaked. toPy created them with PyObject_New, which left the wrapper uninitialized, including the flag that gates __del__. They now go through the class's tp_new, like Cls(): the freelist is used, __dict__/__weakref__ slots are zeroed and __del__ runs.
• Cross-building Windows wheels from Linux failed to link (undefined symbol: Py_IncRef and similar). Zig's linkSystemLibrary asks the host's pkg-config first, which answered for the Linux python3 and dropped the Windows import library. The build.zig template now passes .use_pkg_config = .no; existing projects should make the same one-line change.
