Fixed

• Projects created with pyoz init failed to build with dependency is missing hash field. Zig 0.16's zig fetch --save leaves an existing hash-less dependency entry untouched, so the generated build.zig.zon never got its hash. pyoz init now lets zig fetch --save add the entry, and falls back to the URL-only entry (with instructions) when offline. Projects created with 0.13.0 can add the .hash = "..." line that the build error prints, or delete the .PyOZ entry and run zig fetch --save=PyOZ https://github.com/pyozig/PyOZ/archive/refs/tags/v0.13.1.tar.gz.
• The release workflow now smoke-tests every release on Linux, macOS and Windows: pip install pyoz, pyoz init (without --local), pyoz build, install and import.
