- Deduplication: Now checks rec->count instead of just active alerts, preventing "zombie" alerts from being re-accepted.
- Payload Integrity: Uses binary comparison of encrypted text to catch replay attempts and network loops even if Snowflake IDs differ.
- Conflict Resolution: Replicated alerts (forced_id > 0) are now rejected if they are older than the current sliding window's oldest active alert.
- Dispatcher Logic: Returns 1 for all duplicate scenarios to signal the server handler to terminate the Gossip relay.
