feat: add time_limit support for executed commands
- Added optional 'time_limit = N' parameter for commands in gorgona.conf.
- Implemented command wrapping with 'timeout -s KILL' to prevent client hangs.
- Improved config parser to strictly handle '#' comments and trim whitespace.
- Support works in both synchronous (-e) and background daemon (-ed) modes.
