feat: enforce cluster-wide configuration consistency for max_alerts
Updated the P2P handshake protocol to include max_alerts validation. Nodes now exchange their database capacity limits during authentication. If a mismatch is detected, the connection is aborted with an informative log message. This ensures that all nodes in the cluster maintain an identical history depth and prevents accidental data loss due to differing buffer sizes.
