fix: implement gossip suppression to prevent replication loops
- Modified add_alert() to return a distinct status (1) for duplicate payloads.
- Updated process_repl() to stop message propagation if the alert is already
present, effectively breaking infinite "echo" loops in mesh topologies. - Fixed a C scope error in add_alert() by correctly ordering variable
declarations after deduplication logic. - Ensured all unique replicated alerts are added to the replication ring
buffer to support future SYNC requests from new nodes.
