- daily totals drifted when ticks were delayed. the sampler now reports the
real sliding window duration with each sample, and both the tui and the cli
accumulate with that duration instead of the nominal refresh cadence. - the first peak pulse after a reset was swallowed by a stale guard that
required the previous peak to be greater than zero. - the sampler priming timer is now stopped when the context is cancelled
during startup. - a dead nan check in the format fuzz target was removed.

- make check is a strict gate. a missing golangci-lint now fails with an
actionable message instead of silently skipping, and make dev-check exists
for a fast local loop without the linter. - ci workflows resolve go from go.mod instead of a hardcoded version, install
the pinned linter, run make check, and add a cli smoke test. - contributing documents the real targets, tool versions, and go requirement.
