libultrahand recompilation of retronx-team's sys-clk 2.0.1 overlay with EOS functionality.

List of changes:

1. libultrahand has been updated with a new foreground bug fix.
   • This fix isolates input to the overlay when appropriate as the title ID changes with the overlay open.
2. Compatibility has been restored for isolated usage with the regular sys-clk system module.
   • When the sys-clk-oc EOS system module is detected, an EOS mode label will be rendered at the top and the Settings menu will appear.
   • When using the regular sys-clk system module, the overlay will properly handle missing voltages and look more like the sys-clk 2.0.1 overlay.

Update:

• Voltage polling have been bumped to 1s intervals.
• Slight optimizations to voltage polling.
• Lingering bug fix for the foreground fix implemented in libtesla.

Sidenote: I've been told that it currently only works with Mariko right now. Erista support will be added in later.
