Changed

• Update all runtimes to polkadot-sdk stable2606-5.
• Update Individuality pallets from e69b079e to sdk-2606-5-3004004, which updates them to polkadot-sdk stable2606-5.
• Asset Hub Polkadot and Kusama: the Fellowship controls the Scheduler and MessageQueue technical parameters (#1346).

Fixed

• Asset Hub Polkadot and Kusama: NonTransfer proxies can call CollatorSelection again, as on the other system parachains. It was unintentionally dropped from the allowlist while NonTransfer still claimed to be a superset of Collator (#1341).
• Collectives Polkadot: only Any proxies can call pallet_salary::payout_other, so other proxies can no longer pay the proxied account's salary to another account. NonTransfer proxies are no longer a superset of Secretary proxies (#1341).
