Removed

• People Polkadot: remove the single-use SeedSubscriptionWhitelist migration that seeded the Asset Hub MembersNotifier subscription whitelist entry. It shipped in 2.5.0 and has run on chain. #1292).

Changed

• Update Individuality pallets from 53482baa to e69b079e (#1331, #1332).
• Asset Hub Polkadot: move missing membership-root detection to offchain-submitted scans with a 60-second cooldown after incoming updates. Migrate Members Subscriber timestamps from global to per-collection storage (#1331).
• pallet-accumulate-and-forward: measure TransferPeriod from the last forward instead of requiring exact block multiples (#1331).
• Bridge Hub Polkadot: Snowbridge validates sync committee BLS public keys (#1331).
• Bulletin Polkadot: dust and XCM delivery fees now accumulate in a pallet-accumulate-and-forward account and are teleported to the DAP staging account on Asset Hub, instead of being burnt or stranded locally (#1319).
• Asset Hub, Bridge Hub, Coretime and People Polkadot & Kusama, Collectives Polkadot, Bulletin Polkadot and Encointer: pallet_session::set_keys now holds a deposit priced with system_para_deposit so a first registration needs free balance of at least ED plus the deposit. Keys registered before this change stay deposit-free (#1310).
• Coretime Kusama: bulk revenue now accumulates with dust and is burnt on Asset Hub through pallet-accumulate-and-forward, and a migration retires the py/ctbrn holding account (#1301).
• Kusama relay: dust from reaped accounts now accumulates and is teleported to Asset Hub to be burned there (#1289).
• Bridge Hub, Coretime, People and Encointer Kusama: dust from reaped accounts now accumulates and is teleported to Asset Hub to be burned there (#1287).
• Asset Hub Polkadot: DustRemoval resolves into the DAP staging account instead of burning, so dust is deactivated like every other sink (#1288).
• Coretime Polkadot & Kusama, Asset Hub Polkadot: coretime bulk revenue is no longer teleported to the relay chain to be burnt. Polkadot forwards revenue, and now also dust from reaped accounts, to the DAP staging account on Asset Hub through pallet-accumulate-and-forward, and Asset Hub grants system-chain accumulation accounts free execution. Asset Hub Polkadot must be upgraded before Coretime Polkadot, otherwise the forwards are rejected and the teleported DOT is lost. Kusama teleports it to Asset Hub and burns it there, since KSM issuance is tracked on Asset Hub. A migration retires the py/ctbrn holding account on Coretime Polkadot. (#1282).

Fixed

• Asset Hub and People Polkadot: update ark-vrf to 0.6.1 to fix batched ring proof verification (#1332).
• Apply XCM hardening from polkadot-sdk#13531 (#1331).
• People Polkadot: fix XCM fee refunds for non-DOT assets that could burn part of the fee (#1331).
